Marvin L. Pickering is the former Director of the Virgin Islands Bureau of Internal Revenue in the Mapp/Potter administration. Prior to being appointed Director, Mr. Pickering was employed as the Senior Vice-President/Chief Financial Officer of Cruzan VIRIL, Ltd., the producers of Cruzan Rum. He was employed with that company for 30 years until his retirement in February of 2012. Subsequent to his retirement from Cruzan Rum, he established his tax and business consulting firm, MLP, LLC, in which he is the Principal Manager.

Mr. Pickering was born on St. Thomas, Virgin Islands and attended the Charlotte Amalie High School. He earned a Bachelor of Arts (Cum Laude) degree in Business Administration with a concentration in Accounting and an Associates in Arts Degree in Business Management from the then College of the Virgin Islands, now the University of the Virgin Islands. He also holds an Associate of Arts Degree from the Community College of Baltimore, now Baltimore County Community College, where he was inducted into the Phi Theta Kappa Honor Society. A firm believer in, and a strong proponent, of lifetime learning, he holds several certificates from the University of Pennsylvania’s Wharton School of Business, to include a Certificate of Professional Development, Certificate in Portfolio and Investment Management and a Certificate in Mergers and Acquisition. Additionally, Mr. Pickering has earned certificates from the International Foundation of Employee Benefit Plans to include a Certificate in the Trustees Masters Program, Certificate of Achievement in Public Plan Policy, Certificate in Financial Planning, Certificate in Benefits and Compensation, Certificate in Retirement Plans and Certificate in Portfolio Management. He is a Certified Fraud Examiner, is licensed to practice before the Internal Revenue Service, is a Certified Professional in Human Resources and holds membership in several professional organizations; to include the Association of Certified Fraud Examiners, the National Association of Tax Practitioners and the Society for Human Resource Management.

Currently Mr. Pickering serves on the Board of Directors of Junior Achievement of the Virgin Islands. He has also served on the Board of Directors of the Virgin Islands Water and Power Authority, the Board of Trustees of the Government Employees Retirement System, the Board of Trustees of the St. Croix Landmarks Society, the Board of the Foundation for the University of the Virgin Islands, and the Boards of Trustees of the Good Hope School and the St. Dunstan’s Episcopal School.

On October 9, 2020, Governor Albert Bryan, Jr. announced the nomination of Mr. Pickering to become the Chairman and Chief Executive Officer of the Virgin Islands Casino Control Commission. He was unanimously approved by the Committee on Rules and Judiciary of the 33rd Legislature on November 19, 2020 and again unanimously confirmed by the full body on December 11, 2020.

Mr. Pickering was appointed by Governor Albert Bryan, Jr. as the Chairman of the Virgin Islands Casino Control Commission on December 14, 2020 to a five (5) year term that ends on December 14, 2025.
